Building Affordable Cities: The Future State of Affordable Housing
The Affordable Housing Panel focuses on the current state of affordable housing and the challenges and solutions to address the housing crisis. Experts will explore the root causes of the crisis and innovative solutions, including public-private partnerships and community-based initiatives. The panel will also examine government policies and the need for investment in affordable housing. The discussion will provide valuable insights into the complexities of the affordable housing crisis and the importance of addressing it.

James Stockard
James Stockard, an expert in affordable housing and community development, retired in 2014 from the role of curator of the Loeb Fellowship, which he held for 17 years. As a principal for over 25 years with the Cambridge-based consulting firm Stockard & Engler & Brigham, he worked with nonprofit groups and public agencies nationwide on issues such as affordable housing development, property management, neighborhood revitalization, and local, state, and national housing policy. Shortly before coming to the Harvard GSD, he served as the court-appointed Special Master for the Department of Public and Assisted Housing in Washington, DC. Mr. Stockard has taught courses on housing policy at MIT’s Department of Urban Studies and Planning and Tufts University well as the GSD. He co-authored Managing Affordable Housing and wrote the epilogue in New Directions in Urban Public Housing.

Shelia A. Dillon
Sheila is the Chief of Housing for the City of Boston, a member of the Mayor’s Cabinet, and a key advisor to the Mayor on housing issues in Boston. She is responsible for the execution of the City of Boston’s housing plan, "Housing a Changing City: Boston 2030", as well as the "Action Plan to End Veteran and Chronic Homelessness in Boston 2015-2018". She oversees the management of the Boston Home Center, the Neighborhood Housing Development team, and the Real Estate Management and Sales team and spearheads the City’s efforts around housing Boston’s homeless. In addition, she leads the Office of Housing Stability, which protects residents’ tenancies in Boston’s competitive real estate market and administers Boston’s $50 million Rental Relief Fund. Chief Dillon is the Director of the Mayor's Office of Housing (MOH), which includes managing a staff of 150 and a budget of $170 million, which includes federal grants from the U.S. Department of Housing and Urban Development.
Barry Krinsky
Mr. Krinsky is the National Production Manager of Citi Community Capital (CCC). He has over 25 years of experience providing real estate lending, mortgage banking and investment banking services to developers, owners, and operators of real estate. He is responsible for leading a team of bankers focused on financing multifamily affordable housing utilizing Low Income Housing Tax Credits combined with tax-exempt and/or taxable construction and permanent loans using CCC’s proprietary balance sheet programs as well as those offered by CCC via its Fannie Mae Delegated Underwriting and Servicing and Freddie Mac Optigo Lender relationships.
Frank Monterisi
Frank Monterisi is the Executive Vice President of Related. In addition to overseeing the completion of the firm’s newest ultra-luxury residential tower, One Bennett Park, pipeline developments under Monterisi’s purview include residential mixed-use projects at 725 W. Randolph, 900 W. Randolph, and 400 Lake Shore Dr.; mixed-income developments at Lathrop and Roosevelt Square; and The 78, a 62-acre, mixed-use neighborhood in downtown Chicago along the south branch of the Chicago River.
Gilbert J. Winn
Gilbert J. Winn is the Chief Executive Officer of WinnCompanies, an award-winning national multifamily development and management company dedicated to the highest standards of excellence. He develops, plans, implements, and integrates the company’s strategic goals on behalf of 3,800 employees across 23 states and the District of Columbia. He was named to the Affordable Housing Finance Magazine Hall of Fame in 2022. Mr. Winn graduated magna cum laude from the University of Pennsylvania, where he earned a Bachelor of Arts studying history and psychology.
Leslie Reid
Leslie Reid is the CEO of Madison Park Development Corporation. She has over 20 years of affordable housing, commercial, and community development experience in the private, public and non-profit sectors. Prior to becoming CEO, Leslie served as MPDC's Vice President of Programs.
